Me, @sedge , and @Salmonwhisker got into a discussion of the many numbers of the not-cat language. Though there seems to be this one mystery number none of us can really decipher.

This is what we do know and the ?s are what we don't.
NumberMystery

At first we thought it might of been 10, but that doesn't quite make sense as it seems that they add numbers like we do, with 2 and 5 being 25 and 1, 0, and 0 being 100 as seen in the notes 25note and 100note, we can also see it in the 1,000 bill note here as it seems to start with a top - for 1 and three mid - for 000, 1000note.
So we can theorize that these are the numbers from 0-20.
0-20

We can also see that a top - and mid - are 1 and 0 with the math practice. The top two are addition (1 + 2 = 3 and 2 + 6 = 8) and the bottom two seem to be subtraction (10 - 3 = 7 and 4 - 4 = 0.)
Math Practice

We've also thought of the possibility that it might it might be a decimal, but that still doesn't seem quite right. After all, in a row of what seems to be whole numbers, why would that be ecpetion?

Yet the mystery numbers don't seem quite like an error, it happened twice after all, so i'm asking the community for help. What could these symbols mean? Any ideas of theories are welcomed.
Sure we could ask in the lore QnA or just the QnA, but what's the fun in that?

Posting all the note types for easy reference:

1: 1note | 2: 2note | 5: 5note | 25: 25note | 100: 100note | 1000: 1000note

Other than the two HF's possibly being a 9 and a 2 or 6- with the fact that these numbers are more handwritten accounting for how the digits blend together- I've got no bright ideas at the moment. It wouldn't make sense for a 92 or 96 to be between 9 and 10.

I briefly entertained the possibility that the number of 0's might display how many 10's a number has, instead of the order meaning the same thing as it does in standard mathematics. (e.g., the box in blue would be 21 instead of 100 because it has a 1 and two 0's (which would mean 20 w/ this theory) following it:)

the box w/ characters representing 100 is pointed out with a blue circle.

This doesn't make sense, though- the notes disprove it by following normal digit order- even though it would make the post office box numbers stop incrementing in 10's, which makes little sense when it incremented in 1's at first. I wonder if there's a reason for it to start incrementing in 10's, or if we're missing something...? If there's an alternate way we're supposed to read these characters I don't know it yet.

@Salmonwhisker - that's a really good theory, and would definitely make a bit more sense that the sudden increments in 10s! Aside from the notes seeming to disprove it though, it would also probably feel a bit clunky haha, but I do like the theory and I feel like it's probably on the right track. I do feel like we must be missing something maybe, but I have no clue what! I guess we shall have to see if anyone else has any possible ideas :D

Also just wanted to post this for reference:
An image showcasing the not-cat numbers 0 through 9
As far as I can tell, these are the not-cat numbers 0 to 9. I found these in this lore article and just made a sized-up version. There definitely doesn't seem to be one that looks like a 9 with an added lower dash, which is the one we couldn't figure out from the image above, so it's all very mysterious, but I just wanted to post this here for reference of the numbers that we do know. c:

My best guess would be 9.5 and 95.

Maybe the extra dash indicates a mid-point between the two "whole" digits (example, halfway between 5 and 7 is 6).
