hi! i just unlocked the village lodge and i want to have my cats elect a mayor

if i choose the cats to elect a mayor, are traveling cats eligible to be chosen as mayor? or do they only vote?

Travelers can run, and if they win they return to your active village. Specialty roles don't take up active village slots so you don't need to worry about making room.

Purchase a cat recently? Consider adding them to the Cat Sales Census!

do you know if cats listed on the recruitment board are eligible? i’m guessing not but id like to make sure

That I'm not sure of, but I also am inclined to believe they couldn't run or maybe even vote. You can probably test this by going into the manual mayor picking screen and seeing if they even show up as an option.
