Something seems to be frotzed with whatever combat AI Forest Hawks have. Most of the time, when they can’t reach my cats, they simply move towards my cats and then do nothing.

If they only had attacks, with no blocks, this behavior would make sense, but Forest Hawks are scouts with the Call To Action ability—which they should always be able to trigger, but never do when they’re trying to reach my cats to attack. They only trigger it when they do their “run away and call the team to action” thing. Since usually an enemy that can’t reach your cats will block, I’m assuming that they don’t have a block, but also don’t have Call To Action listed as a substitute “if you can’t reach an enemy” ability?

This leads to a lot of fights where they simply do nothing for their entire (brief) time on the field, despite being able to buff themselves.

Oh interesting observation. You are correct that they are unable to block. When monsters aren't able to do something, they try to target themselves with whatever they might have - however I don't think I included 'targets everyone' abilities in that list of back-up options, when it would definitely fit.
