You currently can't because you are at your active limit with 54 slots filled! Each specialty role needs to be "freed up" first by removing the currently active cat (which puts them in a normal slot) then moving the selected cat into the specialty role. Because of the order of operations, you need to be at least 53 slots or lower to change those roles.
