I looked through a bunch of suggestions and didn't see anything like this so here's my suggestion! Sorry if I word it weirdly!

I really like letting my not-cats find and make their own clothing and decoration. A lot of the times they'll find something I like but they still find stuff that clashes, but I'll put on them to remember that that is their clothing.

I suggest some kind of closet or wardrobe on not-cat's personal pages (maybe in the dress up page) where you can store clothes that don't actually show up on the not-cat. The clothes in the wardrobe will not show up to be put on other not-cats, only being available to the one who has it in their closet until you take it back out.

Maybe there could be a page dedicated to the wardrobe kind of like trinkets where you assign them their specific clothing and can put them on or switch them out from the dress up page. This way there could be specific items for specific cats but any "unassigned" cloths can still be used like normal.

Idk if there would be a limit to how many items a not-cat could have in their wardrobe at a time, but there would still be only 12 clothing slots that actually show up on them!

Oooh, support. You could use different cats with different jobs as storage for those! Like have your blacksmith keep all the blacksmith wearing items and have bug catchers keep track of butterflies or something
If there was a way to make it visible to other users, it might make listing long things for trades (ie, all of your snowmelt clothing, those 3 pages of Flockherd friends I have)- you could just link to the cat
