Kratos appeared one day in the forest, and the stench of the Olympians permeated his nose immediately. He knew he had to free the people from their tyranny. The easiest way to gain submission would be to challenge the leader, who he beat with ease. This led to the reign of the second Mayor of Camp-Not-Cat.
After realizing he was no better than the gods, and that in fact this was more of a home for the remnants of the gods, Kratos abdicated mayorhood and formed the new war council based on all Mythologies who may need shelter.
Side note: He actually likes Nestor as the "deity" of the camp because Nestor is not omnipotent and often brings tribute to them instead of the opposite
