I have a question about inviting people.
I want to try getting my brother into playing this game, but we live in the same house. Does the no multi-accounting/sharing accounts rule apply here? Will either of us get banned if he does make an account?

It is very common for people living together to each play the game! As long as you and your brother have your own, separate accounts (no sharing) and play independently, you'll be fine.
