Cuttlefish, one of my traveling cats, often sends letters to my village, which is pretty normal, right? But, (and this has happened twice) sometimes Cuttlefish asks cats xe doesn't even know to be xir partner. Xe asked Pike, (which I declined) and Koi, both of whom weren't even best friends. Pike was an acquaintance, and Koi was just a friend. Is this a bug or something?

cats have to be friends to become either partners or best friends, and because best friends and partners are treated as equivalent, once a pair is one they can’t naturally become the other without the use of specialty items. it looks like cuttlefish is friends with pike, so probably no weird acquaintances-to-partners was happening there?

They do have to level up each tier- as far as I know, best friends and partners are the same tier :] Basically: acquaintances > friends > best friends/partners! Cats who are best friends cannot become partners, and cats who are partners cannot become best friends (excepting the use of specialty items, though I'm unsure if you'd possibly have to use other specialty items to set them back a level or two first). I definitely understand it feeling a bit abrupt at times, though teehee
