I just gave this guy a letter to make him mates with one of my other kitties, and that went through, but I can't use a catmint tea to breed them?

Tea doesn't show as option under his specialty items, and while it does show under his mate's items, he doesn't show up as an option to breed to, despite them being mates.

They're both adults, are compatible winds, and aren't related. I have four slots open. I don't see why I can't breed them?
